DESCRIPTION:\n\n\n\nThe European Commission is preparing a new Circular Eco
nomy Act\, expected in autumn 2026. The Act is likely to become one of the
key EU initiatives for the next phase of circular economy policy. It is e
xpected to focus on strengthening the Single Market for secondary raw mate
rials\, improving the supply and demand of recycled materials\, reducing f
ragmentation\, and supporting Europe’s competitiveness and resource resili
ence.\n \nFor the municipal waste management community\, this raises an es
sential question:\nCan Europe create a functioning circular economy withou
t strengthening the systems that collect\, sort\, treat and prepare waste
for reuse\, recycling and recovery?\n \nSecondary raw materials do not app
ear automatically on the market. They are the result of functioning system
 s: separate collection\, sorting\, treatment\, recycling\, bio-waste manag
 ement\, residual waste management\, data systems\, financing\, enforcement
and citizen participation. Municipal waste management is therefore not on
ly the “end” of the circular economy chain. It is one of its practical sta
rting points.\nEurope already has many circular economy targets and legal
obligations. But the real challenge is implementation. Targets alone do no
t build infrastructure\, reduce contamination\, finance separate collectio
n\, create public trust\, or guarantee stable markets for recycled materia
ls. The Circular Economy Act should therefore help Europe move from circul
ar economy ambition to circular economy delivery.\n \nThis ISWA EU Group w
ebinar will discuss what the Circular Economy Act should deliver from a pr
actical waste-management and implementation perspective. The discussion wi
ll look at how local waste systems\, circular economy policy and producer
responsibility schemes can better support Europe’s transition towards a ci
rcular economy.\n \nKey questions will include:\n\nHow can the Circular Ec
onomy Act support stronger municipal waste management systems?\nWhere is E
U harmonisation needed\, and where must local flexibility remain?\nHow can
Europe improve the quality and reliability of secondary raw materials?
\nHow can collection\, sorting\, treatment and recycling systems be financ
ed fairly and effectively?\nHow can producer responsibility schemes suppor
t local waste systems without becoming the only answer to all circular eco
nomy challenges?\nHow can the Act address free-riding\, online sales and w
eak enforcement?\nHow can the Circular Economy Act avoid becoming another
layer of obligations and instead become a tool for practical implementatio
n?\n\nThe webinar will bring together three complementary perspectives:\n
\nACR+ will contribute the local and regional perspective\, focusing on wh
at cities and regions need to implement circular economy policies in pract
ice.\nCirculearth will bring a broader circular economy systems perspectiv
e\, looking at how waste management connects with material flows\, busines
 s models\, data\, traceability and secondary raw material markets.\nEucoLi
ght will provide the perspective of producer responsibility schemes beyond
packaging\, drawing on the experience of lighting WEEE compliance schemes
 \, collection challenges\, treatment quality\, free-riding and enforcement
.\n\n \nThe central message of the webinar is:\nNo circular single market
without strong local waste systems.\nThe Circular Economy Act should not o
nly create a market for secondary raw materials. It must also strengthen t
he local waste-management and producer-responsibility systems that make th
 ose materials available\, clean\, traceable and usable.\n https://www.take
